Jesus commands that when one has to say yes, the person should say yes and nothing more. When one has to say no, the person should say no, and nothing more. The ideal is that no-one should need an oath to affirm the truth of their words. The person’s character should be morally irreproachable, and thus an oath unnecessary.
Jesus is telling us that the truly good person will never need to take an oath. The truth of our speech should be impeccable, and the reality of our promises such as to require no guarantee. The Savior placed this guidance before us so that we may become faultless in character and honesty. If all were irreproachable with regard to the truth, there would be no need for oaths.
