Application of Rules
The rules will apply to abortion centers and hospitals, but not to women who carry out chemical abortions in their homes; Alleged News. [1]

Texas HHS Spokesman Bryan Black said the rules were developed in order 'to ensure Texas law maintains the highest standards of human dignity,' Alleged News. [1]

The satanic temple complained about the new Texas rule; Alleged News.
The group, which has challenged abortion regulations in a number of states, claimed the new regulation violates its members' religious beliefs, and they will not follow it; Alleged News. [2]
'The satanic temple believes burial rites are a well-established component of religious practice. This is undisputed in the entirety of US legal history,' the group said in its website statement.
'The First Amendment protects our right to practice our beliefs, and under the Religious Freedom Reform Act [RFRA], the State must present a compelling reason for why they want to enforce rules that inhibit adherence to our religious practices,' the group continued.[2]
'Clearly, the State of Texas has no compelling reason because these rules were not enacted to promote health and safety, but rather to harass and burden women who terminate their pregnancies,' the group said: Alleged News. [2]

Disposal of aborted babies
During an August 2016 commission hearing, supporters said the rules are needed because abortion facilities treat unborn babies' bodies like garbage, and sometimes dispose of them down public sewer drains, Fox 7 reported; Alleged News. [2]
Texas state Rep Mark Keough mentioned a 2005 case when a woman who worked near a Houston abortion facility saw tiny aborted babies' limbs and other body parts in a parking lot when a sewer line broke; Alleged New. [2]

Center for Medical Progress
More states are moving to require dignified burials of the bodies of aborted babies, after Center for Medical Progress videos revealed evidence that Planned Parenthood and other aboriton facilities may be selling aborted babies' body parts; Alleged News. [2]

Aborted babies' bodies 'steam cooked'
In Ohio, the State Attorney General's investigation found that Planned Parenthood was 'steam cooking' aborted babies' bodies before disposing of them in landfills; Alleged News. [2] and [3]
A South Carolina investigation found Planned Parenthood facilities illegally discarding aborted babies' bodies in landfills, and fined them for doing this; Alleged News. [2] and [4]
Respect Sanctity of Life
The bodies of aborted babies should not be 'treated like medical waste and disposed of in landfills,' Texas Gov Greg Abbot previously said '. . . it is imperative to establish higher standards that reflect our respect for the sanctity of life', Alleged News.[2]
